“Staged incidents” such as cruise missiles fired from Russian warships in the Black Sea at Ukrainian apartment blocks? Lavrov would have given Goebbels a run for his money. I find it difficult to understand why anyone would believe a word he says. The first casualty of war is truth, and nothing Lavrov says can be considered the truth.
