More likely Labour would announce the funding, half of it would be given to consultants, the rest to the new planning committees and nothing would get built. Then the project would be cancelled.

You forgot the mandatory iwi consultation.
That is exactly what happened with the abandoned cycleway / clip-on attachment on the old main road Waikanae. Consultants planned designed and half built at huge expense and then just walked away and abandoned it .
Hundreds of thousands of dollars spent and left abandoned !
