This one is called Kapiti Estate and is at the north end of Matenga Street just to the east side of the railway. We assume its north-south street will simply be an extension of Matenga St. Another short street will go east-west (from Huia Street on the right) although doesn’t seem to have a name as yet.
The whole subdivision seems to be shown in this plan and offers 36 lots.
The development company is Aspen 2004 Ltd and seems to be Wanganui based — the Companies Office details are here

Just a wee bit further and the road to Huia Street could go over the railway there and make a second crossing…..

The problem in this location would be the presence of the stabling siding for the electric trains. An obvious solution is to connect up Huia Street and Octavius Road which is only a distance of about 500 metres. Nearby there is the existing railway crossing at Hadfield Rd. A bit of a detour for those headed south, but better than no access if the Elizabeth Street level crossing is blocked
