another letter on the proposed cycle lanes on Ngaio Road

Dear Stuart Kilmister,
We refer to the page headed “Ngaio Road cycling and walking improvements” on the KCDC website and the invitation on it to comment.

As is usually the case with council “communcations” the information provided is vague.

However, we assume that proposed new expanse of concrete will be 2.5 metres wide as measured from the existing kerb on the south side of this road, will commence at the intersection with Marae Lane and extend 800 metres to the west of that point.

If that is the case we see no point in it. The existing footpaths (sidewalks) on each side are adequate for pedestrians to use safely.  This must mean you consider the street unsafe for cyclists and mobility scooter users. Why?

And why would your proposal make it any safer?  The people on your concrete strip are still going to encounter conflicting road traffic at the intersections you mention and pedestrians who will probably not respect any lines you may intend to paint along the middle of your 2.5-metre-wide strip.  Cyclists and scooterists will need to avoid pedestrians.

Why do you consider the existing 50 km/h speed limit on this street to be too high?  Why was this street not included in the speed limit review if you are concerned?

Why are you only proposing to treat the south side of the road in this fashion?

Have you conducted any counts of pedestrians and cyclists using this road during a typical weekday and a typical weekend day?  If so, what are they?

We are opposed to the arbitrary removal of street trees as you propose.  We believe the objective should be to do the opposite.

We recommend instead you address the need for road development and improvements in Waikanae and use the offered funds from the central government for this.

Dear Stuart,

Thank you for the opportunity to comment on your proposal to spend significant amounts of taxpayer money because it is available.

I would like to understand where and how Council is mandated to cater to “less confident riders (who are our target market)”? What evidence do you have that this is a community desire or need?

You have completely missed the sensible option, however, which is the option I strongly favour – that of do nothing where there is no need to do otherwise.  Ngaio road is a local community road with ample existing facility for pedestrians and cyclists to use it in safety and comfort.

Any external funding could be re-directed to an area of greater need rather than being spent here just because it is available.  It matters not one jot to me whether it is spent in Waikanae or Lumsden so long as it is spent according to the greatest need and for the best benefit.

If the moneys are to be allocated and spent in Waikanae, Council should look at how to get road security for Waikanae East residents. This is a far more pressing need and appears to be slipping further and further out of Council’s grasp, having already missed the opportunity to join Huia Street with Octavius Road at minimal cost.  The proposed emergency crossing will not meet the need of the growing population of Waikanae East, nor of other Waikanae residents wanting or needing to cross the railway line to access facilities on the east side.

a security guard now sits in the KCDC foyer

A reader has sent us a message: “why has a large Polynesian security guard been employed to sit in the foyer and do nothing?”

Readers will remember that WINZ began doing this after an awful incident in Ashburton in 2014 when an enraged member of the public came in and shot three staff members, two fatally.

Does the KCDC now think a Kapiti ratepayer might do that with the latest massive rates hike?  Or do they expect Kapiti people to come in and express their opinion of the management’s defamation and mistreatment of Cr David Scott?

Ngaio Road

As if their nutty ideas for the Main Road weren’t enough…

“Our aim is to improve the convenience and safety for cycling and walking”. Why is there a need to do either on this street?  Walking is perfectly safe, and so is cycling.

This proposal “Removes all street trees between the kerb and channel on the south side” and it has a “Relatively high cost, it requires a new 2.5 metres wide concrete path over 800 metres with over 30 new driveway crossings required.”

Groan.

They’re asking for your opinions: tell them to stop wasting money on things that are unnecessary.  The council webpage with more details is here

The nearer hedge is comprised of hibiscus shrubs.  Those trees are nice, too.  Seen in America.
