removal of DoC huts in Te Urewera reveals the sham of Mahuta’s ‘co-governance’

Protests led by Tūhoe elders have brought the media spotlight back to Te Urewera as the governing body removes 48 huts. Some consider this to be co-governance, truth be told, it is far from it.

Te Urewera is back in the headlines and it is important to consider why that is the case. Increasingly it is held up by the government and its supporters as an example of co-governance in action. A governance model put in place by the Key government in 2014, and a working example of why co-governance is not new nor particularly controversial.

It is also used as an example of effective Crown-iwi partnership when the Three Waters co-governance model is criticised, and it forms the governance model which is currently being rolled out in the Milford Sounds and elsewhere across the country.

The first point to note however is that Te Urewera is not actually an example of co-governance. It is not an example of the Crown and iwi working together as equal partners. It is something quite different.

Te Urewera is governed by a Tūhoe settlement entity, Te Uru Taumatua (TUT), which has a board consisting of six iwi members and three non-Tūhoe representatives. The Te Urewera Act is very poorly drafted in a number of respects and the decision-making mechanism which applies to the board is a prime example. Key decisions are required to be made by the board on a unanimous basis, but if that is not possible then a vote is taken. Thus control of the board and its decision-making powers lies squarely with Tūhoe.

Put simply, this is Tūhoe-governance.

The Crown occupies the role of a passive bystander. Albeit one who still provides significant amounts of tax-payer funding to the project.

To cap it off, key Tūhoe members, including the chairman of TUT, Tamati Kruger, is on record as staying that Tūhoe don’t see co-governance as the final answer. Instead, “it’s the next bus stop in a journey that has to be made”, according to Kruger.

As Kruger describes the current situation, “the Department of Conservation and Tūhoe, they do come from different places – ideologies, philosophies, culture, language, practice – and so in the seven years we have found the collision points of those, and we’ve tried our very best, both parties, to work those things out”.

This was certainly not how the model was sold to the public back in 2014. In the third reading in the House, then Attorney-General Chris Finlayson was very clear that public access would not be affected. He went on to display a woefully naïve view of how the governance mechanism would work:

The board will be required to act in the best interests of Te Urewera. It will develop and approve a management plan, make decisions on concessions and other permits, and undertake other statutory functions. It must at all times promote unanimous or consensus decision-making and the highest level of collaboration. Most important, the board will work to enhance Te Urewera as a place of outstanding natural, recreational, and cultural value—a place that can be enjoyed by everyone. Public access will be unaffected. Tūhoe has always welcomed visitors and I know they are looking forward to welcoming visitors to Te Urewera under these new arrangements.

By contrast, in her speech to the House, Nanaia Mahuta proved to have a far more realistic and accurate view of how governance would really operate:

Representation and governance for and by the people of Tūhoe—the Tūhoe way—can be assessed only by Tūhoe, nobody else. We all learn better from our own experiences and create our threshold of what best practice looks like. Once the settlement is reached and the new governance structure is in place and Tūhoe get on with their business, a great deal of many people would want to comment on how that is done. But, actually, it is up to Tūhoe to determine for them what is best for them. We should stay out of it.

In fact during her speech, Mahuta did not mention co-governance, partnership or consensus at all. Because that was not the intention of the settlement. In her own words:

This settlement is the most significant since that of Ngāi Tahu and Waikato-Tainui. It is an opportunity for Tūhoe to look forward, holding on to what is uniquely Tūhoe and will never be lost, for the benefit of future generations of Tūhoe.

Despite the assurances given by Finlayson to the country, the Act does not require that public access remains unaffected. It does not require that a similar or greater level of access will be granted to the public as was the case when it was a national park.

The Act merely requires that the board makes provision for Te Urewera “as a place for public use and enjoyment, for recreation, learning, and spiritual reflection, and as an inspiration for all”. That is a very low bar.

Thus we find ourselves in the current sorry state of affairs where TUT is in the process of dismantling and removing 48 huts from Te Urewera with only the vaguest of time frames as to when they might be replaced. The huts currently being removed are owned by the Department of Conservation who pays Tūhoe $2 million per annum for hut maintenance. Ludicrously, however, department workers cannot gain access to the huts in order to inspect, maintain or repair them.

The Department of Conservation publicly supports TUT and the removal of the huts but internally within the department there is a lot of angst and unhappiness about the situation which is viewed as a ploy by Tūhoe to restrict public access to paid guided tours.

Kruger described the Tūhoe vision in the following way: “At the moment you yourself can bring all of your friends and go and walk around all of Te Urewera without meeting one single Tūhoe person – that is not a cultural experience – that’s a walk.”

“So the cultural experience would be that in the future Tūhoe people will be hosting the visitors – can host visitors who wish to have contact and friendship and relationship with Tūhoe people, and get to know their daily life – where they go, what they do, what they eat, what they’re observing, and how they commune with Te Urewera – and so that to me is more authentic.”

There is also concern within the Department of Conservation about the lack of large scale pest control which is now getting so bad that there is a risk of wide-spread canopy collapse. In addition, some within the department have privately voiced concerns that there is the risk that the current sub-standard pest control regime within Te Urewera could undermine the Crown’s entire North Island pest management strategy.

The failure in governance and co-operation is not simply between the Crown and iwi. TUT has also managed to upset hapū within Tūhoe. Last week Tūhoe elders led protests in Tāneatua, 13 kilometres south of Whakatāne, which denounced the “desecration” of the back-country huts.

Paki Nikora, of Ngāti Rongo, told RNZ that part of the community was hurt because they were not consulted on the details.

“It wasn’t just us as Tūhoe who were hurt, it was really the wider New Zealand public if you can see all the faces that are in there. It’s not just going to stop here. How do you actually turn out and ratify something without getting proof that it has been supported by the wider membership,” Nikora said.

“It’s not only significant to our people, but it’s also significant to all the trampers and hunters that frequented in the Urewera through all those many many years … Many of those people that weren’t actually Tūhoe but were totally devastated with this action.”

The removal of the huts is only the tip of the iceberg. There are other significant restrictions currently in place in Te Urewera. For instance, the special purpose road at Mokau is closed to one lane, Te Wairoa bridge is closed until further notice, the Great Walk track is partially closed, the Ngamoko Track is closed due to subsidence and the Rosie Bay campsite is temporarily closed.

For Mahuta and Kruger, everything is fine and working as planned. In truth, the Act needs urgent revision to address the many deficiencies which are becoming apparent to the public.

Make no mistake – this is not co-governance. It is Tūhoe-governance. And it only benefits the tribal elite who are political insiders.

It is also the Mahuta-model which the minister is determined to roll out across the country. Don’t be fooled when she describes it as co-governance.

The public announcement of the plans was made last Friday. We had seen this ‘display suite’ being built next to the sidewalk, but it didn’t look remarkable so didn’t inquire of the workmen what was happening. The site is that of the hitherto Ariki Lodge motel.

GARDENING TIPS

For most of the country it has been a poor Spring and slow start of the growing season.

We have the daylight hours, in fact we are now only about 7 weeks away to the longest day of the year.

It is the temperatures that are the problem, we are not getting the constant warm temperatures during the day and night.

That does not matter to hardy plants and vegetables that can be grown outdoors all year around such as cabbages. (On line shopping today New World whole cabbage was $9.99 and at Countdown $7.69)

Lettuce between $3.00 to $4.00 each?

Wow, I currently have so many lettuces that I give then to my chickens.

Not only that as a result of letting one lettuce (Drunken Woman my favorite) go to seed, it self seed giving hundreds of seedlings.

Some of which I have transplanted and currently have lettuce from small seedlings to mature plants going to seed.

I dont bother growing much cabbage, broccoli or cauliflower as they take longer to mature and we seldom use them anyway in preference to Bok Choy which is much quicker to mature and takes less room.

Silverbeet is an excellent vegetable to grow as it has high nutritional value and you harvest only the outer leaves for use as it will keep producing till it goes to seed.

Whether you grow in open ground, raised gardens or in containers you can produce hardy vegetables that will not only be inexpensive compared to current cost of purchased vegetables but will also have great flavour be free of chemical poisons.

The stuff you buy from Supermarkets is not only bloody expensive, but is chemically grown and sprayed with chemicals thus having little goodness and a bland flavour.

If it tastes good without having to use condiments then it is good for your health.

Basically no matter how you grow you apply natural products to the soil/growing medium such as any animal or chicken manures, blood & bone, sheep manure pellets at the base.

Garden Lime such as Wallys Calcium & Health, minerals from Ocean Solids and Wallys Unlocking your soil.

Then over this a layer of Daltons Compost. (Most others I do not trust because they can contain recycled green waste which maybe full of herbicides)

Then into this you plant seeds or seedlings and spray them every week with Magic Botanic Liquid (MBL) they will grow twice as fast and twice as big and be very advantageous for your health and budget.

I expect that vegetables in the supermarket are only going to get dearer because of high cost of imported fertilisers, cost of chemical sprays to keep the plants looking perfect on the shelves and the cost of diesel.

Because of the milder temperatures, heat loving plants are not fairing very well.

My tomato plants grown in a plastic house in the Auto-pot system are doing ok but plants that like much more heat such as cucumbers, capsicum and chili are sitting and sulking even with the high quality nutrient they have to grow with.

I hate to think how poorly these plants wound do in open gardens along with pumpkin and other cubits.

They would really sulk until the temperatures became better which is most unusual for weather after Labour Weekend in NZ.

If, as some predict, we are heading into a solar minimum which reduces the global temperatures to the extent of a mini-ice age or worse then that would be far worse for food growing than a global warming.

Most of you will have planted or are planting tomato plants currently, if in a glasshouse you will have better results than out doors. Outdoors you need a very sunny, sheltered spot for best results.

Treat the soil with the products mention but dont use Calcium & Health instead buy some Dolomite.

Tomatoes and Potatoes like a slightly acidic soil pH.

Now this is important to get the best results out of a tomato plant; you make a deep hole and plant it deep, up to the bottom leaves or even deeper.

The reason is that a tomato plant will produce roots all the way up the trunk and often on a more mature plant you will see knobs near the base of the trunk which are beginnings of roots.

If that is seen then mould up growing medium so the root system is increased.

The bigger the roots to feed, the better the plant.

You can place a little of Wallys Neem Tree Powder in the planting hole and sprinkle some of Wallys Secret Tomato Food with Neem Granules on the soil.

That will assist in deterring whitefly especially in a glasshouse as well as feed the plants.

The Secret tomato food contains a good amount of potash which I have noticed lacking in other brands, likely because potash is expensive.

If your tomato, capsicum, chili do not have ample potash then your fruit will lack flavour.

Wallys Secret Tomato Food with Neem Granules was created on the request of a specialist tomato grower who wanted the very best tomatoes.

He told me many years ago that he had tried all the brands but none of them produced really great flavored fruit.

So along with fertiliser experts we created the product, Wallys Secret Tomato Food which over the last 15 plus years has been well sort after by people that love to grow the best tomatoes possible.

There are two types of tomato plants; Indeterminate and Determinate the first is tall growing and is actually a climber the later is a bush type which is short with a wide spread such as dwarf types.

In the Indeterminate type there are very large fruiting ones such as Boy o Boy which can produce fruit weighing 500 grams. Some you need only one slice to cover sliced bread!

To do that you need to not only remove the laterals but also reduce down the amount fruit per truss to get a monster tomato.

Laterals form between the trunk and the leaf branch and in Indeterminate tomato plants it is best to remove them otherwise you get a plant that requires lots of staking and support.

On a determinate plant the laterals are often left on to make the plant bushier and produce a lot more trusses and thus a lot of smaller fruit.

If you allow a lateral to grow about 8cm long you can strike it as a cutting and get free extra tomato plants.

If last season your tomatoes were affected by the tomato psyllid that we wrote about recently then you need to use Wallys Cell Strengthening Kit to protect your plants and be able to harvest tomatoes like you did in the past.

Jacinda minister once again threatening laws against speech Leftists hate

Her regime has been talking about this since 2019 and people thought it had died a natural death, considering by far the worst offenders when it comes to “hate speech” are Leftists themselves — but no, it’s back again.

Today’s interview on TVNZ’s Q+A with the new Minister of Justice, Kiri Allan has a bombshell. The so-called “Hate Speech” laws – which we successfully fought back when Kris Faafoi was Minister – are now back on the agenda.

The new Minister told Jessica Mutch McKay that she “promises to make an announcement on hate speech by the end of this year” and that she “guaranteed that [she] will have introduced law … before the next election.”

Remember this is the same ‘hate speech’ that the Government could not define – the Prime Minister said “you know it when you see it”. That is not good enough – and puts New Zealand down a very dangerous path.

Suddenly the fight for free speech is more urgent than ever

I am asking all of our supporters, and likeminded New Zealanders to please chip in to our “hate speech” campaign fund.  We need to recruit as many Kiwis as possible willing to stand up to the Government.

When we pushed back last year, Kris Faafoi said the “hate speech” laws would be passed by Christmas 2021. Our response meant they had to pay attention. Kiwi’s said they didn’t need the Government “protecting them” from insulting and offensive words. But now they’re hoping we’ve forgotten, or moved on.

Last year, many signed our “Save Free Speech” petition along with 40,000 other Kiwis. That petition, and the submissions we sent to the Ministry of Justice, meant the Government shelved these laws.

We can show them again that this isn’t a fight they want to pick.

This annual arts happening began during Iride McCloy’s term as Kapiti mayor and has been a feature of the calendar ever since.

Two major new polls show Americans believe the Mainstream Media is a threat to freedom

84% say that the mainstream media is a danger to democracy.

Two prominent polls released in the past week reveal that Americans’ trust in the mainstream media is at a near all time low, with a significant majority believing that it is a threat to freedom.

A Gallup poll highlights that just 34% have trust in the mass media to report the news “fully, accurately and fairly,” a figure that is only 2 points higher than an all time low recorded in 2016.

Just 7% of Americans have “a great deal” of trust and confidence in the media, according to the survey.

“Notably, this is the first time that the percentage of Americans with no trust at all in the media is higher than the percentage with a great deal or a fair amount combined,” Gallup notes.

The pollster concludes that “Americans’ confidence in the media has been anemic for nearly two decades, and Gallup’s latest findings further document that distrust.”

Meanwhile, A New York Times/Siena poll reveals that a whopping 84% believe that the mass media is a “threat to democracy.”

Almost two thirds believe that the media is a “major threat” to freedom.
