Barrister Peter Winter was appoined a District Court Judge by the Ardern government in March 2020.

The question I posed last week has now been answered – Is the judge involved in my protest charges court case a decent human being interested in actual sensical justice?

When Judge Peter Winter looked at Vinny’s partner Rebecca, and acknowledged her and new born baby Alfie, and then sentenced Vinny to three months prison and me to four months prison, the answer came crushing home. I was led immediately from the dock into the remand cell awaiting prisoner transfer. The most distressing part of this was not being able to say goodbye to my wife and three children in the court.

I remain in the belief, especially after the Posie Parker incident, that my safety is at peril if they succeed in getting me into prison. My lawyer issued an immediate appeal document and bail bond – the judge allowed for the bail and I was released an hour or so later. I am not allowed to discuss my appeal and shall not here. I am crushed. Crushed by the weight of knowing how corrupted, immoral and politicised our judiciary is.

In the Interests of the People, Not Notoriety and Fame

I once believed in the system. I was once prepared to enforce it as a policeman and in the army, and have served my community in many different service capacities. To see that there are fellow New Zealanders who would celebrate my sentence is another reason to feel sad – sad for a country that has lost its way and allowed itself to be fooled into accepting this regime and its ideologies.

Completely disregarding the evidence to the contrary, the judge claimed I protested on the 18 August 2021 for ‘notoriety and fame’. He read my long service record to the community and country and mentioned the exemplary references to my good character, and then, dismissing it all, made several mentions of ‘your political party’ – the smoking gun as to why we were there.

Below are a couple of current job advertisements on the KCDC website that are full of ‘word salad’ and sure to leave prospective candidates perplexed about what is really meant.

Back in 2004 Geoffrey and Eva published the book at right by the then National Press Club President Peter Isaac on how to decipher officialese including recruitment ads. Although much of it is still applicable, some language has changed in the last 19 years with terms that have faded and others that have emerged…

Of course, the copious waffle seems deliberately designed to bamboozle and it’s no surprise KCDC has a revolving door of staff. We suspect many had no idea of what they were supposed to do, got fed up and went elsewhere. You can imagine a succesful appointee saying to CEO Mr Edwards: “I didn’t realise I had to do that” and Mr Edwards replying, “It was in your job description.”

The more interesting phrases here include “work with ambiguity” (does that mean making ambiguous statements clear?) “high quality relationships” (acting as a mediator when people are pissed off with each other?) “awareness of Maori perspectives” (asking iwi what they think?) “politically savvy” (knowing what Ratepayers who pay our salaries will accept?) “deep thinker” (?) “doughnut economics” (this is a concept at a macro-societal level, but within KCDC?)

The job descriptions are even worse (click the pdf links). If we were looking for a job with a big pay packet — and these will be north of $160 K ($US 100 K) a year — we would be looking for one where we knew what the hell we were supposed to be doing and achieving. –Eds

We are looking for politically savvy, experienced Principal Advisor who flourishes in a dynamic and challenging role.  As a member of the Strategy and Growth management team, you will report to the GM Strategy & Growth and work closely with the Chief Advisor and Executive Officer to ensure continuity, alignment, and connection in advice and work across the Group. This role leads out on organisation-wide project work, working collaboratively with Managers and teams both within and outside the Group, on behalf of the Group Manager. We are after a deep thinker with generalist knowledge, but if you are familiar with doughnut economics, developing outcome frameworks and strategies or lifting the strategic capability in an organisation then you’ll have an advantage in this role. Due to the nature and focus for this role, it requires a sharp-minded approach and demonstrated clear thinking, excellent influencing, communication and relationship management skills. Kainga Ora is good at building bureaucracy and little else

“Kainga Ora [a.k.a. Housing NZ] has grown its staff by 74 per cent in three years while only managing an extra seven per cent of homes. According to the Minister this is just the tip of the wasteful spending iceberg though,” says ACT Deputy Leader and Housing spokesperson Brook van Velden.

“Written Parliamentary Questions show Kainga Ora employed 1,824 Full Time Equivalents in December 2019. By December 2022 this number had increased to 3181. In the same time period the amount of Kainga Ora properties has only gone from 65,769 to 70,397.

“In November 2022 it was revealed that the costs of taxpayer funded managerial salaries within Kainga Ora had increased from $58,351,798 to $103,695,178.

“I asked the Minister how all these extra staff can be justified when the department isn’t delivering correspondingly. The Minister said “Kainga Ora’s staff costs have been very stable as a portion of total spends.” Translation, its ok that staff costs are going through the roof because every other part of Kainga Ora’s operation is as well. That’s not something taxpayers want to hear.

“Throughout this same period of time private sector businesses have had to tighten their belts and grapple with dire economic conditions. It will be infuriating for them to see how government departments like Kainga Ora have been using their taxes to do the complete opposite.

“This is why ACT wants to return the number of bureaucrats back to 2017 numbers, saving $1.21b in salaries, and zero base government.

“I highly doubt Kainga Ora would be able to show that all of these extra public servants have resulted in better outcomes for New Zealanders, in fact it’s highly likely they’ve made the housing crisis worse by making it harder for private developers to find staff or compete with them on housing developments.

“New Zealand needs real change and that should start with government departments showing restraint when it comes to spending other people’s money.”

This was released in the UK on Wednesday, and actually it’s quite good. It should be remembered that not only the UK but in Europe, Spain, Belgium, the Netherlands, Denmark, Norway and Sweden are constitutional monarchies. As long as the monarch doesn’t interfere in politics, it’s hard to argue it doesn’t work.
