The Raumati Community Board understands that KCDC is currently putting together some info around Takutai Kapiti [the Kapiti seashore], and we will leave them to speak for their own process.

The Raumati Community Board have been supportive of the Takutai Kapiti process in general as we viewed it as an opportunity for people to engage on what is a huge issue for Raumati. However, we also took the view that more public education and awareness was needed prior to the public workshops taking place. Prior to engaging with the process people needed to know what was happening, why it was happening, what information the process was relying on, how it was using that information, and what to expect from the process. That information needed to be made clear.

At the Council meeting on 23 March 2023, as shown in the minutes, a recommendation was tabled to Council as follows:
One recommendation was made at the Raumati Community Board meeting on 21 February 2023 in relation to developing a community education plan to facilitate community engagement in the Takutai Kāpiti process.
7.1     The recommendation was:
7.1.1    That the Raumati Community Board requests that Council develops a community education plan to enable Raumati residents to participate effectively in the Takutai Kāpiti process and reports back before the next meeting.
7.2     Council officers note that:
7.2.1    The Strategy and Growth group are working on a communication plan which will be agreed with the Coastal Adaption Project. This is expected to include communication with Community Boards.

The recommendation was moved by Cr Rob Kofoed and Seconded by Cr Sophie Handford. The motion was carried unanimously.

On 08 June 2023 there was a briefing to the Strategy Operations and Finance Committee to provide an update on the Takutai Kapiti process. Takutai Kapiti Chair Jim Bolger said that he was happy to work with Community Boards on the process.

On 25 July 2023, a KCDC staff member provided some useful information about the Takutai process. It was clear at that meeting that people did not understand the purpose behind the Takutai process. While we appreciated the input from the staff member and their mammoth efforts, that briefing was not a “community education plan” as per the agreed recommendation.

The Takutai Kapiti public workshop at the Raumati Bowling Club went ahead on Saturday 29 July 2023 without any involvement with, or input from, the Raumati Community Board. We have had no further opportunity to input into the process despite the undertaking to work with us and despite an agreement for us to provide input. That leaves us unable to comment any further on Takutai Kapiti.
