It depends a lot on the individual store, New World in Paraparaumu are pretty good, no problems with regime dissenters. We encourage frequenting local markets and the Park Avenue market in Waikanae is a good source of fresh fruit and veges. The one in Paraparaumu Beach is run by Jacindanistas, to be avoided.
Yes the supermarkets are individually managed, if the one you use does not enforce masks for people entering and accommodates their unvaccinated staff as equals then I see no reason not to shop there.
