Day after day of temperatures below Zero degrees C are creating big hardship for the civilians as power production is almost totally confined to 3 nuclear power stations, which for obvious reasons Russia is not going to attack (previously NATO has attacked the Zaporizhzhia nuclear plant to blame it on the Russians), but what Russia is doing is attacking the substations.

This means widespread power blackouts so no heat and no flowing water, and also no trains as most are powered by electricity and no power for NATO’s drone factories.

Does NATO care? It’s unlikely it gives a Stuff for Ukraine’s civilians (it happily bombed Serbia’s electrical infrastructure in the winter of 1999), but it will care about the effect on its war machine inside Ukraine.
