Nothing has changed in the world of so-called world of Maori tribal rule. The elitist Maori at the top of the chain get everything and the masses get nothing. Nothing has changed from three odd hundred years or so! albeit there are a few Maori iwis that do look after their people in the way of homes and employment like the Mokai iwi near Taupo.
