He makes clear he doesn’t know who it is or what areas of procurement the person was involved with. Present councilors have been briefed but have been warned to keep quiet about it.
What we do know, however, is that the SFO doesn’t bother with cases involving less than $2 million so it’s likely to have been someone in senior management. There aren’t many capital projects that have involved that kind of money, but there are some that come to mind such as the $10 million wasted on the ‘living roof’ bus yard at Paraparaumu station.
Hopefully if there is a prosecution, the culprit will not get name suppression which judges seem to give anyone powerful these days.
