Bumptious: a person who is offensively self-assertive, conceited, or loudly arrogant, often to an irritating degree; someone who is pushy, presumptuous, and overbearing, acting with an inflated sense of their own importance.  

While such people can be encountered in the private sector, they are widespread throughout the middle and upper echelons of the public/state sector.
