YES …………. and, he is pandering to the maori elite.
The question is WHY ??
Two considerations : chippy thinks he can stay in power, with the likes of the (deranged) maahootaaa, jackson and co; and/or “follow the money” …………. by following the money, one will usually discover the truth of decisions and actions by those “in power”.
