This year’s budget will be a difficult one for the Government (or the Opposition) to frame. It’s a real mixed bag.

In every Budget, there are two sets of documents. The first is the material provided by the Beehive. It’s the details of all the new spending initiatives, including a folder of spin media releases (amounting to 30 this year – a new record!), a copy of the Minister’s speech to Parliament (what you’ll see on the news), a “Budget as a Glance” glossy leaflet and an 81-page “Summary of Initiatives”.

The second set of documents is arguably more important.  They aren’t written within the Beehive, but rather come out of the Treasury as a result of Ruth Richardson’s Fiscal Responsibility Act.  These documents are arguably the most important. They are intended to avoid what happened in 1990 – when a new Government discovered fiscal stink bombs hidden from the public.

This is also the document where the Treasury’s forecasts on things like when we’ll get back into budget surplus, forecast GDP growth, and debt projections come from. 

While the politicians want the focus on the first set, for our economic team (and us as taxpayers!) it’s the second set that really matters.

Budget 2026 in 100 words

This is an election year Budget. In the short term, it’s actually Nicola Willis’ most profligate in terms of the immediate ‘sugar hit’. It has a wide range of spending initiatives (see below) across transport, health, education, law & order, defence, and energy.

The vast majority of the “savings” come later – in 2027/28, and it is assumed the international situation gets back to normal in the short term.

Compared to December’s Half Year Economic and Fiscal Update, Treasury are forecasting real GDP to be lower, nominal GDP to be higher and the OBEGALx* returning to surplus one year earlier.

*you’ll recall OBGALx is a bit of a fudge – it was invented by Nicola Willis and excludes ACC liabilities.

The biggest loser – RIP National’s ‘no new taxes’ promise 🪦

“No new taxes” promise is now a distant memory: a new “banking levy tax” will be paid by savers and mortgage holders.

The biggest winner – Town Halls across the country celebrating 🏫

To our astonishment, the biggest winner from Budget 2026 is local councils! Rather than forcing councils to live within their means, the Government is going to be directly funding councils with a new $400million ($194/household) based on the number of new resource consents each council approves.

Austerity (in the short term) very much exaggerated 🤫

The Government is making much of its spending restraint. In her speech to us in the lock-up, the Minister included this slide to demonstrate her relative restraint in spending vis-à-vis the Ardern/Hipkins Government to emphasise her ‘fiscal responsibility’.

As you can see, Nicola Willis has a point. Compared to Grant Robertson, she is growing government at a slower rate.

But here’s the fly in the ointment: according to Treasury, compared to her previous budgets, and the claims that Budget 2026 is ‘no sugar hit’, this year’s budget is alarmingly expansionary. 😫

Austerity – but not until after the election ⏰

Check this out (taken from page 21 of Treasury’s economic outlook) – in the year ahead (labelled 2027 below), the overall combined effects of government consumption, investment, taxes, and transfers of Budget 2026 are not about cutting back in the short term.  As you can see, the consolidation is after the election.

This is what we mean, we criticise Nicola Willis for saying all the right things, but pushes the savings until later…

New taxes

As well as the new banking levy tax, there are changes to the way foreign investments are taxed.  We don’t have our head around the technical details yet (our team are actually headed to a separate briefing with the IRD at 4pm), but from what we can tell so far, it looks to be good and tackle an unfair quirk that saw ‘deemed dividends’ that were taxed regardless of actual cashflows.

There are also tax changes to non-profits and a new limit to tax-deductible donations. This will cap the tax credit to $33,333 per year. 

Fine for mum and dad givers to charities, but very bad news for those who want to give away the bulk of their wealth towards the end of their life to, say, build a hospital or buy ambulances. It may also have major implications for charity-owned trading companies. Again, we’ll have more to say once we’ve had the briefing from IRD this afternoon.

Summary

Budget 2026 is a good first step in terms of getting New Zealand’s unaffordable spending and debt trajectory under control.  Would we have preferred more? Of course.  Would we have preferred sooner? Absolutely.

But credit where credit is due: Nicola Willis is being honest with New Zealanders that the spending path created by the last Labour-led Government is unsustainable. Without wholesale correction, of course, New Zealand is on a path to a debt shock not seen since the early 1990s.

Economic uncertainty is high. While this year’s budget projects a surplus in 2029 or 2030 (depending on the measure used), that all relies on positive terms of trade, and the oil/security situation following a rosy path.

Let’s hope that pans out.

The Premier League is the toughest

Last weekend Kiwi sports fans, especially in Auckland, and the media, were ecstatic about the local football team Auckland FC winning the Australian A league. However, the result would have caused barely a ripple in the northern hemisphere media. The English Premier League has tens of millions of fans all round the world. It is generally accepted that the English League is the toughest on the planet and scores of foreign players are scattered through the teams.

Premier League permutations

In recent weeks there has been huge interest in who would win the Premier League – Arsenal (The Gunners) or Manchester City – and at the other end of the table, who would drop down to the Championship League. You have to earn the right to stay in the top competition and past reputation means nothing.

In the competition a win gains a team three points and a draw only one. As the final few matches – 38 during the full season – were being played there were anxious moments as fans had palpitations waiting to see whether London clubs Tottenham Hotspur (Spurs) or West Ham (Hammers) would join Wolverhampton Wanderers (Wolves) and Burnley in dropping to the Championship League. In all hung on the results in the final games last weekend. To stay up Spurs needed to win their final match which they did, much to the relief and delight of their millions of fans around the globe.

Hull City FC come up

Promotion into the Premier League is complicated. Three teams move out of the Championship League – the two top sides on points in the 2025-26 season, and one other. Coventry and Ipswich Town were one and two on the table after 46 matches so move up automatically, but the third team had to earn the right with a round-robin play-off among the next four teams.

In the end Hull City (The Tigers) became the third team as a result of beating Middleborough with a goal in stoppage time last weekend. This outcome is tough for London club Millwall who were third in the Championship League after the regular season. The Millwall’s fans are considered to be some of the roughest in England and their theme song goes Everybody hates us we don’t care! 

In the play-offs Millwall had lost 0-2 to Hull at home so the Yorkshire team went on to meet Middleborough in the final of the round-robin. Promotion means the Tigers receive around £140 million as a new Premier League team – big money!

A WW2 Ukrainian Nazi collaborator gets ceremonially reburied in Zelensky’s Hauptstadt

According to media reports, Ukraine exhumed Andri Melnyk’s remains from Luxembourg last week and transferred them to Kyiv for a ceremonial reburial this past Sunday. The funeral was not a quiet affair. It was attended by President Volodymyr Zelenskyy and other high-ranking Ukrainian officials, who paid homage to a man with a deeply dark past.

The event sheds light on a long-known but largely ignored reality: that parts of the current Kiev government, which receives massive support from the West, quite openly cultivate a radical right-wing cult.

As German politician Sevim Dagdelen recently noted, while Western nations transfer billions of euros to Ukraine, the Zelenskyy regime is bringing home the remains of a man who was deeply complicit in the horrors of the Third Reich.

Melnyk served as chairman of the Organization of Ukrainian Nationalists (OUN) starting in 1938. During the Second World War, the organisation split into two factions: the “Melnykists” (OUN-M) led by Andriy Melnyk, and the “Banderists” (OUN-B) led by Stepan Bandera. History is clear on their activities. While the OUN-B fought alongside the Wehrmacht, the OUN-M provided volunteers for the Waffen-SS division “Galicia.” These units were not just soldiers; they were specifically utilised to combat partisans and, according to historical records, participated in the destruction of Jewish communities.

There are around 200,000 mullahs in Iran—and they all want to control the minds of 90 million citizens. After the Shah was deposed, they’ve had nearly 50 years to accomplish just that. They’ve convinced most of those citizens not by logic, reason, or even religious inspiration, but rather by the threat of violent force.

It’s not likely Trump will accept conditions that allow Iran to keep enriched uranium for a nuclear bomb. Iran’s leaders have repeatedly shouted “Death To America!” and “Death To Israel!” for years. The religious fanatics that run Iran should be taken at their word. Iran cannot be allowed to have nuclear weapons material, nor can the president allow the war to drag on indefinitely.Will peace come to the Middle East? Time will tell.

An extract: “She had contacted Northamptonshire Police on 29 August 2024, reporting that Lamba had allegedly attacked her at their shared address in Corby. Lamba, who was in the UK on a student visa while studying management and working part-time as a security guard, was arrested on 3 September.

Officers released him on bail with conditions prohibiting contact with his wife and issued a domestic violence protection order.

Despite these measures, Ms Brella was dead within weeks of making her complaint.

A manhunt for Lamba continues, with investigators believing he remains in India.

Northamptonshire Police referred itself to the Independent Office for Police Conduct following Ms Brella’s death, a mandatory requirement given officers’ prior contact with the victim.

The IOPC investigation concluded that four officers should face misconduct proceedings over how they handled the young woman’s domestic abuse allegations.

“It is our view the officers may potentially have breached police standards of professional behaviour,” the watchdog stated last November.
