This requires quite a few stones with reasonably flat tops and the landscaper has obviously chosen ones in different shades.  Some colored pebbles fill in the gaps between them: all these are available at landscaping suppliers.  Fine gravel as a base should maintain the positioning without cement.

Spring flowers and a reasonable amount of ‘sky juice’ complete the effect.
