The amendments to the International Health Regulations were NEVER properly adopted by Committee A of the 75th World Health Assembly on May 27, 2022.

Those same amendments were never voted on at all during the Eighth Plenary Session of the World Health Assembly on May 28, 2022.

THEREFORE, THE AMENDMENTS TO THE INTERNATIONAL HEALTH REGULATIONS (2022) MUST BE CONSIDERED NULL AND VOID.

VIOLATION #1:

On May 27, 2022, Committee A of the World Health Assembly “adopted” the amendments to the International Health Regulations.

Conduct of Business and Voting in Committees and Subcommittees

Rule 85

Subject to any decision of the Health Assembly, the procedure governing the conduct of business and voting by committees shall conform as far as practicable to the Rules relative to the conduct of business and voting in plenary meetings. One third of the members of a committee shall constitute a quorum. The presence of a majority of a committee shall, however, be required for a question to be put to a vote.

 

With respect to the 2022 Amendments on May 27, 2022, no voting had taken place, and no record was made, as to which representatives were present during the Committee A meeting.

There was no voting process, no record of who was present, there was no check on whether there was a majority present, and therefore there is no proof of consent given by Members of WHO to approve 2022 Amendments.

This constitutes a serious violation of the rules of the Constitution of WHO.

Therefore, the 2022 Amendments were not validly adopted.

 

VIOLATION #2:

After Committee A illegitimately “approved” the amendments on May 27, 2022, it seems that during the Eighth Plenary meeting the next day, the members of the World Health Assembly COMPLETELY FAILED TO CONDUCT ANY VOTE AT ALL regarding the amendments to the International Health Regulations.

Rule 73

The Health Assembly shall normally vote by show of hands, except that any delegate may request a recorded vote. Where an appropriate electronic system is available, the Health Assembly may decide to conduct any vote under this Rule by electronic means.

“SHALL” MEANS THEY MUST VOTE BY A SHOW OF HANDS.

A review of the eighth Plenary session in the video record of the events of 28 May 2022 (https://www.who.int/…/seventy-fifth-world-health-assembly) has revealed that NO OFFICIAL VOTE ON THIS MATTER WAS CONDUCTED AT ALL.
